Rural and Northern Immigration Pilot은 커뮤니티 중심으로 진행됩니다. 즉, 참여 커뮤니티가 주도적으로 새로운 이민자를 유치하고 지역 일자리와 연결하고, 환영하는 커뮤니티를 홍보하고, 새 이민자를 커뮤니티의 기존 구성원 및 정착 서비스와 연결합니다.  

커뮤니티 및 경제 개발 기구의 역할과 책임

커뮤니티는 파일럿의 자격 기준을 충족하기 위해 지역 경제 개발 기관과 협력해야 합니다.

선정된 커뮤니티와 지역 경제 개발 조직은 다음을 수행해야 합니다.

  • 이민이 지역 경제를 가장 잘 지원하고 이민의 중요성과 가치를 커뮤니티와 공유할 수 있는 기회를 식별하기 위해 고용주를 포함하여 커뮤니티 내 핵심 관계자를 조직합니다.

  • 조종사와 커뮤니티를 적격한 외국인에게 홍보합니다.

  • 지역사회의 경제적 필요와 후보자의 고용 기회를 고려하여 이민에 적합한 후보자를 모집하고 평가합니다.

  • 서비스를 제공하고 강력한 지원 네트워크를 개발하는 파트너와 협력하여 새로운 이민자의 도착을 위해 커뮤니티를 준비합니다.  새로운 이민자를 위해;

  • 새로운 이민자들이 지역사회에 통합되도록 촉진합니다.  신규 이민자를 커뮤니티 및 정착/사회 서비스의 기존 구성원과 연결(예:  주택,  교육, 교통 및 의료);

  • 커뮤니티에서 파일럿 결과를 모니터링하고 보고합니다.

농촌 및 북부 이민 파일럿  커뮤니티 자격

파일럿에 참여할 수 있는 자격을 갖추려면 커뮤니티는 다음을 충족해야 합니다.

  • 인구가  인구 50,000명 이하이고 핵심에서 75km 이상 떨어져 있어야 합니다.  인구조사 수도권  또는  최대 200,000명의 사람들이 다른 대도시와 멀리 떨어져 있는 것으로 간주됩니다(사용  캐나다 통계청의 원격지 지수 )

  • 에 위치하다  앨버타, 브리티시 컬럼비아, 매니토바, 노스웨스트 준주, 누나부트, 온타리오, 서스캐처원 및 유콘; 

  • 직업이 있다  기회;

  • 가지다  경제 개발 계획;

  • 지역 사회를 위한 파일럿을 관리할 수 있는 지역 경제 개발 조직이 있어야 합니다.

  • 다음을 갖거나 개발하여 지역사회에 새로운 이민자를 정착시킬 수 있는 능력이 있습니다.

    • 지역 또는 지역 이민자 봉사 단체와의 관계;

    • 멘토링이나 네트워킹을 통해 신규 이민자를 기존 커뮤니티 구성원과 연결할 수 있는 기회;

    • 교육, 주택, 교통 및 건강 관리와 같은 주요 서비스에 대한 액세스.

Eligibility Criteria of the RCIP

Community Eligibility


To participate in the Rural Community Immigration Pilot (RCIP), a rural community must meet the following criteria:

 

Population:

 

  • The community must have a population of less than 50,000 or be located outside major metropolitan areas.
     

Labor Needs:

 

  • The community must demonstrate a need for skilled workers in specific industries or sectors that cannot be met by the local labor pool.
     

Community Support:

 

  • The community should have support structures in place for new arrivals, including housing, employment services, and settlement support to aid in the immigrants' integration.
     

Applicant Eligibility


Candidates applying for the RCIP must meet the following criteria:

 

Valid Job Offer:

  • Applicants must have a permanent, full-time job offer from an employer in a participating rural community. The job offer should comply with community labor standards in terms of pay.
     

Work Experience:

  • Applicants should have at least one year (1560 hours) of continuous full-time work experience within the last three years.

  • The work should align with occupations classified under Canada's National Occupational Classification (NOC) system, typically from NOC TEER types 0, 1, 2 or 3.


Language Proficiency:

  • Applicants must be proficient in either English or French, depending on the job and community. Language proficiency is assessed through standardized tests such as IELTS or CELPIP for English and TEF for French.


Educational Qualifications:

  • Most occupations require at least a high school diploma. Some jobs may require higher levels of education or specific training, depending on the profession.


Intent to Settle:

  • Applicants must demonstrate a genuine intention to settle in the rural community, integrate into local life, and contribute to the community's economy and social fabric.

Application Process under the RCIP

The application process for the RCIP involves several steps. Here's how to apply:

Step 1: Secure a Job Offer


First, you need to receive a full-time, permanent job offer from a designated employer in one of the participating rural communities. Many of these communities have job boards where you can search for opportunities that match your skills and experience.

Step 2: Obtain a Community Recommendation


After securing a job offer, you must obtain a community recommendation from the rural community where your employer is located. This recommendation is based on the community's labor needs and your suitability to settle and integrate into the community. It is a crucial part of your application.

Step 3: Apply for Permanent Residency


With a community recommendation in hand, you can apply for permanent residency through Immigration, Refugees, and Citizenship Canada (IRCC). You will need to submit your job offer, community recommendation, proof of language proficiency, educational credentials, and other relevant supporting documents.

Step 4: Processing and Decision


IRCC will process your application and verify your eligibility for permanent residency through the RCIP. During this period, you may be able to apply for a temporary work permit, allowing you to start working in the community while your permanent residency is finalized.

Step 5: Settlement and Integration


Once your permanent residency is approved, you and your family can move to the rural community. Participating communities offer various settlement services, such as housing assistance, employment counseling, language training, and social integration resources to help you adapt to life in rural Canada.
